Use of service vouchers to provide service accommodation for the elderly – experience in Helsinki

This article discusses factors affecting the use of vouchers for purchasing service accommodation for the elderly. It describes the experience obtained in Helsinki with the use of such vouchers, and predicts the trend in use of service vouchers up to 2020.
The share of the private sector in providing service accommodation for the elderly has clearly increased, paving the way for further expansion of the service voucher market.
By increasing the use of vouchers for providing service accommodation, the city of Helsinki can achieve notable savings compared to the traditional system.
Customers who have chosen to use service vouchers are somewhat wealthier than those using the traditional system.
The service voucher system can increase the availability of service accommodation and speed up access to services in both the private and public sectors.
